César Emiliano Hernández Ochoa

Currently, he is Undersecretary of Electricity of Mexico

 

Among its main positions are: Head of the Legal Affairs Unit of SENER, Secretary of the Board of Directors of PEMEX and Secretary of the Board of Governors of CFE, Director General of Foreign Trade of the Ministry of Economy, General Director of the Legal Department of the Executive Government Council, and General Director of Long Distance of the Federal Telecommunications Commission.

 

He is the author of several books, among which we can mention: Foreign Trade Policy: Regulation and Impact (ITAM, 2012, co-authored with Lorenza Martínez Trigueros), and Captive Reform. Investment, Work and Enterprise in the Mexican electricity sector (CIDAC, 2007).

 

In 2007 he obtained the “Marcos Kaplan” award that is annually awarded this educational institution to the best Doctoral Thesis in Law and Social Sciences.
